You can in fact …
You can in fact touch your cards if you are playing at a table with a one deck shoe. However, you must only use 1 hand. That is because the dealer deals your cards face down and you have to see your had (obviously) to hit or stand. Again, you can only use 1 hand to look at your cards.

Never, ever, EVER …
Never, ever, EVER touch the cards at a blackjack table. For splitting, lay down your equal bet, then make a “peace sign” with your fingers, touching them to the table. The dealer will split the cards for you.
